American Eagle has tons of stuff on sale, including these shorts, which are under $20. 

They're long enough to cover your bits, but don't look like mom jeans. The reviews say they run large-- and 'Boyfriend' styles sometimes do-- but I usually find AE shorts to run small...so maybe I'll order a couple sizes and see (like usual haha).
